Records Bureau
The Records Bureau personnel are responsible for entering all police reports into law enforcement databases, maintaining police files, and assisting the public.
The Records Bureau is a vital function of the West Covina Police Department, serving the community through the public lobby counter and by telephone. In addition to assisting the general public, Records Bureau personnel assist sworn personnel with report management and subpoena oversight.
The California Law Enforcement Telecommunication System (CLETS) is crucial to the Records Bureau’s day-to-day operations. All personnel must be CLETS certified every two years. The CLETS system must be monitored 24 hours a day and maintain vital records for stolen/stored vehicles, missing persons, missing property, and wanted/warrant information.
The Records Bureau has 11 employees: 1 records manager, 1 records supervisor, 4 senior records specialists, 3 records specialists, and 2 part-time clerical assistants.
Hours of Operation: Monday-Friday 7:30 AM to 5:30 PM (Closed holidays)

Request a Report
Copies of Approved Releasable Reports:
- Crime Reports or Incident Reports- No charge
- Traffic Collision Report – No Charge (Additional $10.00 for online reports)
Traffic Collision, Incident, and Crime Reports can be requested at the front counter or by email.
- If you are requesting a copy at the front counter, you will need to have your identification.
- If you are requesting by email, please include as much information as possible (report number, date, time, names, date of birth, and report type). Please also include a copy of your identification with the request.

Background Investigations: Federal, military, or other law enforcement background investigations can now be emailed directly to the background check or via mail to the address listed below.

Subpoena Info
Subpoenas for records should be served to the Records Bureau. The exact amount due will be determined before any documents are produced. However, please attach a check (minimum amount $15.00) to the subpoena upon delivery.
Subpoenas for police department personnel appearances should be served at the police department and require a $275.00 payment at the time of service. Civil subpoenas require five days between service and the appearance date to allow adequate notice.
