The Records Bureau
The Records Bureau personnel are responsible for data entry of all police reports into law enforcement databases, the maintenance of police files, and assisting the public.
The Records Bureau is a vital function of the West Covina Police Department in providing service to the community at the public lobby counter and by telephone. In addition to assisting the general public, Records Bureau personnel assist sworn personnel with report management and subpoena oversight.
The California Law Enforcement Telecommunication System (CLETS) is crucial to the day-to-day operations of the Records Bureau. All personnel must be CLETS certified every two years. The CLETS system must be monitored 24 hours a day and maintains vital records for stolen/stored vehicles, missing persons, missing property, and want/warrant information.
The Records Bureau has a total of 12 employees
(1 records supervisor, 4 senior records specialists, 4 records specialists, and 3 part time clerical assistants).
Hours of Operation: Monday-Friday 7:30 AM to 5:30 PM (Closed holidays)

Reports & Requests
The West Covina Police Department documents a variety of crime reports, incident reports, or traffic collision reports. Copies of a report can be obtained by request at the West Covina Police Department or by email. If requesting by email, please include as much information about the report as possible (Report number, date, time, names, dates of birth, and type of report). Please also include a copy of your identification with the request. Traffic collision reports can be obtained online here.
If you are requesting a report from a law office, insurance company, military background check or other law enforcement background check, the request must be mailed to the following address:

Copies of Approved Releasable Reports:
Crime or Incident Report – No charge
Traffic Collision Report – No charge (Additional $10.00 fee for online report)
Please bring photo identification with you (by email include a copy of your ID)

Subpoenas for records should be served to the Records Bureau. The exact amount due will be determined prior to the production of documents. However, please attach a check (minimum amount $15.00) to the subpoena upon delivery.
Subpoenas for police department personnel appearances should be served at the police department and require a $275.00 payment at time of service. Civil subpoenas require five days between the date of service and the actual appearance to allow for adequate notification.
