West Covina SHOP program (Seniors Helping Our Police) allows senior citizens to channel their energy back into the community by performing non-hazardous public safety duties on a volunteer basis, primarily in the field.

Since the program's inception in 1993, SHOP personnel volunteered a total of over 140,000 hours, marking over 12,000 abandoned or illegally parked vehicles, performing about 19,000 vacation house checks for residents, serving over 7,500 subpoenas, issuing almost 30,000 parking citations, working over 6,800 hours on traffic details, and more. As the work of SHOP volunteers frees up sworn Police Officers, the program has saved the City almost four million dollars! The program received a national award from the Foundation for Improvement of Justice in 1999, and the Winston Crouch Award for Innovation in Government from the American Society for Public Administration in 2001.
